Pemotongan Cukai Eksais Kereta: Jumlah Perbelanjaan Tidak Terancang Oleh Perdana Menteri Melebihi Kutipan Cukai Eksais Setiap Tahun

KEADILAN mengalu-alukan pelbagai maklumbalas setakat ini berhubung cadangan menurunkan harga kereta melalui kaedah rombakan struktur cukai yang dikenakan ke atas kereta terutamanya cukai eksais dan cukai import. Maklumbalas yang bertalu-talu mengesahkan pandangan KEADILAN bahawa isu ini adalah isu rakyat yang perlu dibincangkan di peringkat nasional.

Kenyataan beberapa pimpinan Umno/Barisan Nasional yang cepat melatah bahawa rombakan struktur cukai ini akan menurunkan harga kereta berjenama antarabangsa setara dengan harga kereta-kereta Proton menampakkan mereka tidak memahami konsep cukai eksais.

Cukai eksais yang dikenakan terhadap pembelian kereta adalah cukai menyeluruh yang tidak membezakan di antara jenama dan model kereta tempatan atau antarabangsa. Cukai eksais adalah cukai yang dikenakan terhadap sesuatu kumpulan barangan, maka cukai eksais terhadap pembelian kereta adalah cukai yang dikenakan terhadap mana-mana pembelian kereta pada kadar yang sama.

Struktur cukai-cukai yang kini dikuatkuasakan ke atas pembelian kereta adalah seperti berikut:

Ini bermakna, hampir semua kereta yang dijual oleh Proton dan Perodua dicukai sekurang-kurangnya 85% dalam bentuk cukai eksais dan cukai jualan; samalah dengan model-model yang dijual oleh Honda, Toyota dan lain-lain.

Oleh itu, jika rombakan struktur cukai dibuat dan cukai eksais dihapuskan, harga kesemua model kereta (baik Proton, Perodua, Toyota, Honda dan lain-lain) akan turun secara berkadar terus dengan jumlah cukai eksais yang dikenakan selama ini.

Maka, harga kereta Proton dan Perodua masih kekal sebagai harga kereta terendah di pasaran pada harga purata di bawah RM30,000 setiap satu model, berbanding kereta-kereta lain (seperti Honda, Toyota dan lain-lain) yang harganya akan jatuh sekitar RM50,000 setiap satu model secara purata.

Ini mengukuhkan pendirian KEADILAN bahawa rombakan struktur cukai ke arah memastikan harga kereta berada pada paras yang munasabah dan adil kepada rakyat adalah penting untuk menambahkan pendapatan bolehguna (disposable income) rakyat dan mengurangkan bebanan mereka.

Saya juga membidas reaksi awal pimpinan Umno/Barisan Nasional yang mempersoalkan sumber kewangan untuk membiayai rombakan struktur cukai kereta ini. Anggaran KEADILAN menunjukkan hasil kutipan cukai eksais dan cukai jualan dari jualan kereta setiap tahun adalah RM8 bilion.

Semakan ke atas segala perbelanjaan diluar perancangan oleh Perdana Menteri dan peningkatan mendadak perbelanjaan Jabatan Perdana Menteri menunjukkan jumlahnya jauh mengatasi RM8 bilion yang diperlukan untuk membantu rakyat ini.

Contoh-contoh perbelanjaan diluar perancangan oleh Perdana Menteri termasuklah Bantuan Rakyat 1Malaysia (RM2.6 bilion), Bantuan Kembali Ke Sekolah 1Malaysia (RM530 juta), Bantuan Buku 1Malaysia (RM260 juta) dan pelbagai skim membeli undi rakyat di bawah jenama 1Malaysia; serta pelbagai pengumuman peruntukan projek segera sepanjang Jelajah Janji Ditepati (dianggarkan mencecah RM180 juta setakat ini).

Jika jumlah ini (sebanyak RM3.57 bilion) dicampur dengan pengumuman bonus terbaru kepada kakitangan awam sebanyak RM2.2 bilion, jumlah segala gula-gula yang sewenang-wenangnya digunakan oleh Perdana Menteri untuk membeli undi rakyat adalah RM5.77 bilion.

Sejak menjadi Perdana Menteri dalam tahun 2009, perbelanjaan mengurus dan pembangunan oleh Jabatan Perdana Menteri juga naik mendadak. Secara puratanya (dengan membandingkan perbelanjaan di bawah pentadbiran Tun Abdullah Badawi dengan purata perbelanjaan tahun-tahun 2009, 2010, 2011 dan peruntukan 2012), perbelanjaan mengurus Jabatan Perdana Menteri telah melonjak sebanyak RM1.4 bilion, sementara perbelanjaan pembangunan meningkat sebanyak RMRM4.6 bilion.

Ini bermakna, jumlah keseluruhan perbelanjaan diluar perancangan dan perbelanjaan tambahan sesuka hati oleh Perdana Menteri setiap tahun adalah seperti berikut:

 

Perbelanjaan diluar perancangan                     RM5.8 bilion

Peningkatan belanja mengurus JPM               RM1.4  bilion

Peningkatan belanja pembangunan JPM       RM4.6  bilion

Jumlah                                                     RM11.8 bilion

 

Sebab itu KEADILAN yakin bahawa rombakan struktur cukai ke arah memastikan harga kereta lebih murah tidak akan membebankan negara jika segala keborosan Perdana Menteri dihentikan.

Malah, KEADILAN juga telah membincangkan mekanisme rombakan struktur cukai secara terperinci untuk memastikan penghapusan cukai eksais kelak akan diganti dengan sumber pendapatan yang baru. Mekanisme ini akan diumumkan oleh Ketua Umum KEADILAN, Dato’ Seri Anwar Ibrahim minggu depan sekembalinya beliau dari mengerjakan ibadah umrah.

Perkara ini perlu diperdebatkan dengan lebih halus supaya rakyat boleh membuat keputusan mengenai kaedah percukaian kereta yang paling adil kepada mereka.

    ingin saya bertanyakan kepada en rafizi, bagaimana pula dengan kaedah percukaian bagi motosikal yang juga pada pandangan saya amatlah tidak berpatutan harganya terutamanya motosikal berkuasa tinggi.

Berdasar perkembangan semasa rakyat menangung beban kos sara hidup wajib yang melebihi hampir 2/3 pendapatan dan kos yang tinggi ini menjurus kepada pinjaman kereta dan penggunaan petrol maka penurunan cukai eksais akan menurunkan harga kereta dan lebihan tersebut dapat menjana tabungan bagi rakyat seterusnya k’jaan rakyat dibawah PR meningkatkan purchase power rakyat dan mengurangkan inflasi. Saya yakin perbelanjaan boros PM dan menteri2 umno menyebabkan kewangan malaysia tenat maka rakyat dipaksa dengan cukai yang terlu tinggi. Jom ubah PRU 13 vote PR

  3. assalamualaikum.saya sangat bersetuju jika cukai eksais dikurangkan atau dihapuskan sama sekali.tetapi yang terbaik adalah jika cukai eksais kereta tempatan dikurangkan contohnya kepada 20% dan kereta asing kepada 50%.So dua dua pihak akan menang, rakyat dan proton/perodua.industri kereta penting kerana disitu kita akan belajar teknologi dan ilmu2 baru.kalau proton/perodua bungkus nnt kita hanya akan menjadi seperti negara pemasang kereta sahaja ie indonesia/thailand/filipina.terima kasih

  4. You did a great job for all Malaysians. My vote definitely goes to PR. But there is a concern about your recent suggestion to abolish excise duty. While it is a fantastic idea to bring down the price of new car, what will happen to our current car value?

    I m driving a Honda Accord (141k) which i bought 3 yrs ago. A sudden drop in new car price will hurt us considering new accord price will only be selling at RM80k after excise duty deduction. Our current car’s value will drop drastically and yet still need to service our bank loan.

  5. Saya pelik yang perbelanjaan 1M semua tu dikira pembaziran oleh pakatan rakyat. Bukan ke semua tu memang diberi untuk bantuan rakyat?
    Bukannya kroni yang dapat pun duit tu, rakyat juga kan?

    Lagi satu, kenapa bonus setengah bulan kepada penjawat awam pun dipertikaikan? Memanglah jumlah bonus jadi sampai 2.2bil. Dah kerajaan kena bayar untuk seluruh kakitangan awam di seluruh malaysia. Bila kerajaan negeri Selangor dan Penang bayar bonus setengah bulan tak ada pula bising?

    Memang komen saya ni lari topik sikit. Tapi sy pun memang tak puas kereta di malaysia ni mahal. Tapi untuk kaitkan cukai tu dengan perbelanjaan utk rakyat ni macam tak kena lah. Cukai tu dikutip lepas tu diagihkan kepada rakyat. Bukan konsep ni apa yang pakatan nak ke? Ambil cukai dari orang berada dan agihkan kepada yang miskin?

    Apa-apa pun saya rasa kalau tak suka kerajaan sekarang pun jangan la asyik nak kondem saja semua benda yang kerajaan buat.

    1. Assalamualaikum wbt. Sekadar berikan pendapat saya yg tak seberapa bab pemberian bonus dand gula2 kpd rakyat. WAJIB difahami bahawa sperti kita yg bekerja di sektor swasta, sesuatu pemberian bonus adalah hasil drp keuntungan @ penjimatan pengurusan dimana lebihan pendapatan itu akan didongsikan kpd pekerja2 atau dlm hal ini rakyat Malaysia. TETAPI, ianya adalah pembaziran jika pemberian bonus itu adalah drp defisit pendapatan negara. Dlmm hal ini, bermakna kerajaan telah menipu rakyat dgn memberikan bonus hasil drp hutang yg bertambah. Akhirnya, semua yg diberi kpd rakyat bukanlah atas dasar ketelusan dan kepandaian kerajaan menguruskan dana rakyat, TETapi, MENAMBAHKAN BEBAN RAKYAT DGN HUTANG YG BERLIPAT GANDA MANAKALA KERAJAAN DILIHAT SBG BAIK. Itu adalah sikap hipokrit dan MUNAFIK.
      Klau semua ketirisan perbelanjaan dan perbelanjaan diluar rancangan dpt dihapuskan, maka barulah pemberian bonus dan perkongsian hasil negara bersama rakyat dikira wajar. Lagi satu keburukan pemberian bonus walaupun pendapatan negara defisit dan penguirusan yg tak cekap, bermaklna pegawai2 kerajaan akan meneruskan kerja yg sambil lewa dan tak effisien sbb walaupun itu yg mereka lakukan selama ini, kerajaan tetap bagi bonus sbb takut undi lari kpd pembangkang.
      Kerajaan negeri dibawah pakatan rakyat spt PP n S’ngor mampu memberikan bonus kerana lebihan pendapatan dan pengurusan yg cekap. Ini dibuktikan dgn rating dan pujian drp Ketua Audit Negara. Wassalam.

  7. Hi Bro Rafizi,

    I may not into depth of understanding of the whole Keadilan’s proposal on this issue (as I’m still in the mode of fact finding). But, from a glance, it may be workable.

    As you were saying that this issue need to be debated, here are some points that you may (or had already, i hope..) be looked into:
    1. There should be a mechanism to cover the losses of the Rakyat whom had spent thousands of ringgit paying the high price of the car pre-PR ruling (Inshaallah…).
    2. With the superb reduction of the new imported (and also the Protons and Peroduas) cars, for sure that the 2nd hand value of the pre-owned cars will drop as well.
    3. I believe, the existing car owners who may want to change their old (and not so old) cars will also be looking into a strong and fair mechanism to significantly reduce the NEW car price in Malaysia, but also will protect the existing car owners from experiencing big losses when they want to sell their cars.

    Just my 2 cents thought. I’m sure you might have thought of these points (didn’t you?).

    Hope a strong and fair mechanism will be out soonest. Good luck bro…

    Saya plan nak beli kereta baru menjelang hari raya nanti. then dgr kata PR nak rombak struktur cukai kereta kalau menang PRU, then saya rasa ada baiknya saya tunggu. lagipun kebarangkalian PR menang skrg tinggi.

    Jadi, persoalannya, kalau PR menang, berapa lama masa diperlukan untuk cukai tersebut dihapuskan supaya harga kereta jadi murah. adakah immediate or need grace period 2-3 years?

    Kalau benda ni take time, baik saya teruskan niat beli kereta skrg. kalau immediate, baik saya tunggu.

  11. Kenapa saudara tidak memberi fokus kepada penambahbaikan pengangkutan awam yang lebih bermasalah sekarang?

    Kita semua rasa tidak senang dengan kemudahan pengangkutan awam.

    Saya sebagai pengguna kenderaan, lebih selesa jika dapat naik bas atau LRT atau keretapi yang cekap, sistematik dan mengikut jadual perjalanan daripada memandu sendiri dalam keadaan tertekan dan ‘sakit hati’.

    Betul harga kereta akan murah dan sebagai rakyat juga saya sedang mimpikan yang ‘murah2’, bila kereta sudah senang diperolehi, apakah kita akan pening kepala pulak nanti nak atasi masalah kesesakan, kemalangan dan lain2 implikasi yang kita tak terfikir sekarang?

    Apapun saya amat setuju arah tuju kepada perbelanjaan berhemah, tiada ketirisan, keselamatan pengguna dan kecekapan semestinya menjadi agenda setiap rakyat Malaysia dan tiada tolak ansur kepada mereka yang telah diberi amanah tetapi cuai dalam melaksanakannya.

  12. Proposed Revision of Automotive Policy For Rakyat

    1. LOWER Car Excise Duty based on Emission and Efficiency Tests (BELOW 1800cc car and 2500cc diesel 4WD/MPV/SUV):
    Currently excise duty imposed on cars below 1800cc is 75 percent which is ridiculous and anti-competitive in nature which means car with outdated engine and less efficient rated equal with clean and highly fuel efficient car.
    a) CO2 Emission test – the more carbon dioxide CO2 gram/km emitted, the higher the car duties
    b) Fuel Efficiency test – the more fuel used (efficiency) Litre/100km, the higher the car duties
    This measure will force the car firms to introduce only the cleanest and most fuel efficient car while rakyat enjoy the best fair market price

    Example:
    a) *CO2 Emission test level and excise duty rate imposed on car cost price:
    0-100 grams per km – 1 percent (Level 1)
    100-150 grams per km – 3 percent (Level 2)
    150-200 grams per km – 5 percent (Level 3)
    Above 200 grams per km – 20 percent (Level 4)

    b) *Fuel Efficiency test level and tax rate imposed on car cost price:
    0-5 litre / km – 1 percent (Level 1)
    5-7 litre / km – 3 percent (Level 2)
    7-10 litre / km – 5 percent (Level 3)
    10-15 litre / km – 7 percent (Level 4)
    Above 15 litre / km – 20 percent (Level 5)

    Example of 1000cc car pricing and tax rates:
    Estimated price ex-factory with approved accessories: RM23,000.00
    CO2 Emission test: Level 2 or 3 percent excise duty
    Fuel Efficiency test: Level 2 or 3 percent excise duty
    Total Excise Duty imposed only 6 percent or RM1,440.00
    Plus Sales Tax 5 percent (reviewed new rate?) or RM1,272.00
    Selling price only RM26,712.00
    Plus insurance premium estimated RM1,000
    Plus road tax RM50.00
    Plus JPJ numbering fee RM50.00
    OTR on-the-road price = RM27,812.00

    *Official testings done jointly by Ministry of Environment & Ministry of Transport agencies.

    2. But HIGHER excise duty for cars ABOVE 1800cc and 4WD 2500cc:
    The revision of car duty structure above should only be limited to cars to engines below 1800cc (petrol engines) and 4WD Pickup/SUV/MPV vehicles 2500cc (diesel engines) but for cars and 4WD/SUV/MPV that ABOVE the limits the excise duty remain using the current format and INCREASE the rates higher to compensate the lost of revenues from the new format imposed on the lower limits rule.
    Govt must target the rich to pay highest price possible as they can afford it anyway and not the opposite where poor folks are extorted instead.
    Example:
    a) *CO2 Emission test level and excise duty rate imposed on car cost price:
    0-100 grams per km – 50 percent (Level 1)
    100-150 grams per km – 100 percent (Level 2)
    150-200 grams per km – 150 percent (Level 3)
    Above 200 grams per km – 200 percent (Level 4)

    b) *Fuel Efficiency test level and tax rate imposed on car cost price:
    0-5 litre / km – 50 percent (Level 1)
    5-7 litre / km – 100 percent (Level 2)
    7-10 litre / km – 150 percent (Level 3)
    10-15 litre / km – 200 percent (Level 4)
    Above 15 litre / km – 250 percent (Level 5)

    3. Minimum car safety requirements and warranty period:
    Impose minimum mandatory installation of dual front airbags, ABS brakes, ESC traction control for every new car sold. It’s time for local rakyat to get better safety than foreign national car buyers that enjoy much better safety kits at lower price. Stringent crash test must be imposed with cars achieved lower than 3-stars crash ratings shall be banned from entering our car market. MIROS, ANCAP, EuroCAP shall be the reference for the crash test ratings.
    Also impose minimum warranty period at least 5 years with unlimited mileage together 1-month grace period granted for new purchase with no-question-asked return shall buyers not satisfied with the car quality.

    4. More promotion and transparency on hybrid and electric cars
    The current zero-duty policy on hybrid and electric cars must be continued and also cash rebates eg.RM5,000 given to hybrid and electric car owners to replace the batteries which have lifespan of around 6 – 7 years and zero-interest scheme for those buying it on loan. Explanation must be given why current zero-duty hybrid cars still slightly more expensive than market price from its origin exporter counties. Eg.Toyota Prius in Japan or USA price RM78K but here zero-duty price at RM140K. Why the huge margin difference?

    5. Hire-purchase interest loan rates and insurance premium based on new excise duty too:
    Banks, financial institutions and insurance comapnies therefore should based their interest rates accordingly on the new excise duty policy which means cleaner and fuel efficient cars should get lower interest rates thus making a perfect sense for car buyers to buy fuel efficient car instead.
    Example:
    Combined excise duty of 6 percent and below (Level 2) = maximum interest rate 2 percent per annum

    6. Car excise duty made interest-free to stop double-taxation
    Excise duty should not be factored in car loan. Make it separate. Stop double-taxation.
    For example:
    A 1300cc car with RM45K price
    Using 75% car excise duty (cars below 1800cc) and 10% sales rate
    Sales tax 10% = RM4,500
    Car excise duty 75% = RM30,375.00
    Total tax and excise = RM34,875.00

    Therefore the car ex-factory cost price only RM10,125.00. So, only that RM10,125.00 shall be imposed the hire purchase interest rate by banks. Example at 2.5% per annum rate.

    If take 5-year loan the the interest cost is RM253.13 per annum or RM1,265.65 in total 5 years loan.
    Add that to car cost price plus interests RM10,125.00 + RM1,2565.65 = RM11,390.65
    Divide 60 months (5 years) for RM189.85 monthly repayment.

    Then, divide equally as well the interest-free total tax/excise cost (RM34,875.00) over 5 years or RM581.25. Total repayment shall be RM771.10 per month.

    Now compare to the current practice RM45,000 plus 2.5% p.a. for 5 years loan:
    RM45,000.00 + (RM1,125.00 X 5) = RM50,625.00 or RM843.75 per month.

    It is only RM72 per month difference but over 5 years / 60month it costs RM4,359.00 for nothing

    Yes for nothing because it is DOUBLE-TAXATION why get charged twice for the same item

    For low income folks RM4,359.00 it means a lot to them and lost opportunities worth of:
    – almost 2 years of petrol costs or,
    – almost 2 years of housing rents or,
    – 4 years supply of powdered milk for baby and many more other form of lost opportunities

    Final Conclusion:
    With these measures, govt should be able to protect the CORRECT group of car buyers – the low and medium income folks – by giving them more choices of cleaner and fuel efficient cars at fair open market prices, unlike now the low income car buyers are subjected to cut-throat prices, high interest car loan rates, dubious quality issues, fuel inefficient outdated engine and almost minimal safety features.

    On environmental effect in medium and long-run govt can reduce the carbon dioxide emission levels with more and more fuel efficient and cleaner engined car on the road and as well fuel usage can be better optimized.

    I would like to suggest that PKR looks at a program to replace all existing motorcycles below 250cc to electric motorcycles. Work out some reimbursement program for the existing owners who upgrade/trade in to electric motocycles. This would reduce $$ spent on petrol and increase deposable income for this group. Also improve the polution and get rid of all the mat repeks !!

  14. Mr Rafizi,

    I fully support your initiative to reduce or demolish car excise duty. As we compare our car price from other countries, we know that our car price is insanely high taking into account at our average income.

    Some of us may have to spend up to half of their monthly salary to pay for their car loan. That way they have less money to be spent on other item (food, furniture, etc) and helping any small or medium business to succeed.

    My personal view is when we reduced the car price, the government will be able to recover the money loss by increasing tax return from small and medium businesses owner. However there might be a problem on used car price. I hope that you can think of a scheme to protect the used car price from dropping drastically. Maybe you can introduce the tax reduction in ‘step-by-step’ basis.

    My view on this:

    1. It is a fact that even P1 & P2 cars are being tax at least 85%, I really prefer this being reduced gradually so that more rakyat can afford to buy cars (or at least buy a viva/myvi/saga/persona/preve/oxora for what it actually worth).

    2. The G (especially current G really need to manage our beloved Bolehland with integrity, transparency, good governance and efficiency.

    3. G expenditures especially mega projects shall go through detailed cost estimates, being challenged, undergo cost risk assessment. Tendering shall undergo screening of bidders, open tendering exercises, thorough techno-comm evaluations. All these need to made know to public including contractor’s performance and progress. Perhaps, costs to improve our public transportation can be scrutinized and optimized via this steps.

    3. The current G must be responsible and take immediate action to prevent/minimize Illicit Financial Flows http://iffdec2011.gfintegrity.org/ which the number is very staggering and alarming.

    4. The current G must be responsible and take immediate actions to prevent further leakages from fraud/corruption based on recent General Audit Report

    Only with this, the loss of RM8b income per year from car taxes means nothing actually. Moreover, this loss can be replaced via other means/sectors where rakyat’s quality of living are elevated and have more purchasing power.
